La rénovation énergétique des logements sociaux

While Cécile Duflot has just announced the creation of a one-stop shop for energy renovation aimed at simplifying the various aids in force, the social housing eco-loan continues to play a decisive role in the energy renovation of social buildings.

This aid is intended for organizations provided for in Article R.323-1 of the construction and housing code , HLM organizations, cities for their social housing stock as well as certain semi-public companies.

A vast program provides for the rehabilitation by 2020 of 800,000 social housing units considered to be “energy-intensive”. It thus completes the vast energy renovation plan announced by the Minister for Housing, Cécile Duflot .

Financing conditions

Decided during the Grenelle environmental agreements, the social housing eco-loan allows social landlords to benefit from aid of 9,000 to 16,000 € to rehabilitate housing considered to consume too much energy . A bonus of €2,000 is granted when the work carried out makes it possible to obtain an energy performance label.

To finance the system, the public authorities joined forces with the Caisse de Dépôts et Consignations. The latest agreement, signed in May 2012, gives the new specifications and provides useful information on the eligibility conditions.

The duration of the social housing eco-loan has been extended by 5 years and now goes up to 25 years. In addition, the borrowing rate is now backed by the Livret A.

Important : the beneficiary of the aid undertakes to start the work within six months of the loan offer and to complete it within two years.


The operation first requires prior expertise in order to determine whether the energy renovation work can qualify for aid.

The work may relate to heating, the production of domestic hot water, lighting or even air conditioning. All social rental housing is concerned when it gives rise to the right to personalized housing assistance.

Namely : the eco-loan for social housing is complementary to all the other aid granted by the public authorities or the Caisse de Dépôts et Consignations.

Work conditions

The assessment criteria are based on the DPE (energy performance diagnosis). Social housing considered to consume too much energy is that classified from E to G and, within a certain limit and under certain conditions, housing classified D.
To benefit from the eco-loan, the initial consumption of primary energy (1) before work on class E to G housing must reach 230 kWh per square meter per year.

The objective must be to reduce this consumption to 150 Kwh (depending on the geographical area where the accommodation is located).

(1): not to be confused with the final energy displayed by electricity or gas meters.

For class D housing, the requirement is lower, the original consumption having to be reduced from 151 to 230 Kwh after work to 85 Kwh (variable depending on the geographical area).

Case of buildings built after January 1, 1948

The amounts indicated in the table below are assessed per dwelling. They depend on the energy gain that the work has made possible. The indicated consumption is expressed in primary energy.

Case of buildings completed before January 1, 1948

The previous method (known as TH-CE) does not apply for the calculation of the social housing eco-loan obtained for work carried out on housing completed before January 1, 1948.

The donor organization must commit to a range of work to be carried out which will allow it to obtain points ranging from 7 to 26 and which correspond to a certain amount of aid.
